Herkimer
and Oneida Counties Transportation Advisory Committees
The
Herkimer-Oneida Counties Transportation Study (HOCTS) staff
carries on the daily activities of the transportation planning
process as directed by the Governmental Liaison & Policy
(GP&L) committee and the Transportation Planning Committee
(TPC). Technical studies and reports undertaken by HOCTS provide
the TPC with data and information on which to base policy and
planning recommendations to the GP&L. HOCTS staff attends
regular meetings of the advisory committees, all of which are

Governmental
Policy & Liaison Committee (GP&L)
The
Herkimer-Oneida Counties Governmental Policy & Liaison
Committee (GP&L), designated by the governor of New York,
serves as the Metropolitan Planning Organization (MPO) for the
Oneida-Herkimer Counties area.
As the MPO, the GP&L continues to be responsible, in
cooperation with the State and transit operators, for carrying
out the transportation process as it relates to the use of
federal transportation funds.
Transportation
Planning Committee (TPC)
The
Transportation Planning Committee (TPC) is a body subsidiary to
the GP&L committee. The
GP&L has delegated to the TPC the responsibility of
overseeing the progress of work tasks, of reviewing reports and
documents on transportation issues, and providing the GP&L
with recommendations and sound technical advice on
transportation related subjects.
Special
Advisory Committees
From
time to time the TPC has found it necessary to form special
committees to provide input on a specific topic such as transit.
These committees are subject to membership and procedural
requirements specified by the TPC.
The TPC and GP&L use these special committees as
needed.
Bicycle & Pedestrian Advisory
Committee (BAPAC)
HOCTS
established the Herkimer-Oneida Counties Bicycle and Pedestrian
Advisory Committee (BAPAC) in 2000 to provide input and advise
HOCTS during the development of the two-county Bicycle and
Pedestrian Plan and the two-county Bicycle Touring Map. BAPAC
continues to serve as an important public forum for open
communication and information exchange between HOCTS, state and
federal agencies, advocates and residents regarding bicycling
and pedestrian issues in Herkimer and
Oneida
Counties
. The committee meets periodically to discuss issues that affect
the bicycling and walking community and provide comments on
proposed plans and studies.
Transit Advisory Committee
HOCTS
periodically meets with transit operators to discuss and plan
for the future of the region’s public transit capital and
operating needs. The
HOCTS staff also provides data and GIS support for transit
studies and reports.
