The UPWP serves as the basis for all funding assistance for transportation planning and programming for state, local, and regional agencies.

The Unified Planning Work Program (UPWP) identifies in a single document the annual transportation planning activities that will be conducted by HOCTS and its professional 
planning staff.  The activities support the goals, objectives and strategies established in the Long-Range Transportation Plan.

The UPWP begins with a summary of the accomplishments of last year's work program.  This is followed by a description of administrative make-up and procedures of the HOCTS organization. It is followed by a summary of the activities to be undertaken by the HOCTS staff for the 2007-2008 fiscal year. The summary includes the objectives for activities under the task, description of the work to be undertaken, the products to be produced, and lead agency. Finally there is work budget which identifies funding sources and amounts for each task by agency.
