Who We Are
The Oneida County Youth Bureau is made up of a staff of dedicated people whose mission is to serve the youth of Oneida County.
The Youth Bureau is a department of Oneida County created to provide access activities, programs and services to all youth under the age of 21. The Youth Bureau is responsible for planning, coordinating and supplementing the activities of public, private and religious agencies devoted to, in whole or in part, to the welfare and protection of youth.
Kevin Green comes to Oneida County Youth Bureau from Notre Dame High School where he was a Physical Education teacher as well as the Physical Education Department Chair and previously was that school’s head varsity baseball coach. Since 2015 in addition to his duties at Notre Dame he serves as head coach of New Hartford Varsity Baseball.
Green has a Bachelor Degree from Ohio Dominican University and a Master Degree in Elementary Education from Dowling College. Before returning to his alma mater in 2012 Kevin had a fascinating career that included stints as a Division II baseball Coach, minor league baseball player and a hitting instructor with the Chicago Cubs. Kevin also served in director roles including time as the Director of Baseball Operations of the All American Baseball Center North Campus in Pennsylvania and the General Manager of the Diamond Training Center in Pennsylvania.

Joseph LoConti joined the Oneida County Youth Bureau as the Youth Program Director on January 24, 2013.
Joe received his Associate’s Degree in Recreation and Leisure from Tompkins Cortland Community College and his Bachelor of Science Degree in Criminal Justice from SUNY Institute of Technology.
Prior to joining the Youth Bureau, Joe was employed as Program Director with the Boys and Girls Club of the Mohawk Valley at their Parkway site in Utica. As Program Director, Joe was responsible for implementing programming for over 120 youth members as well as supervision of 7 Boys and Girls Club employees.
Joe worked part-time for 6 years for the City of Utica Youth Bureau while attending high school and college.
Joe enjoys working with youth, is looking forward to working with Oneida County’s diverse youth population and making a positive impact in his new position.

The Youth Bureau is happy to add Vicky to its staff as Disbursements Officer. Vicky will be responsible for all of the Youth Bureau's fiscal reporting requirements for the County and also for the New York State office of Children and Family Services. Vicky has been with the County since 1990, having most recently worked in the Department of Finance.
Vicky resides in Rome, New York with her husband and two sons, and she is currently working on her BBA at Empire State College.
