The Employment Division is committed to the philosophy that the best way to succeed in the job market is to join it, developing work habits and skills on the job. By coordinating with the local Department of Labor JOBS staff, Workforce Development and InVest, community agencies, as well as the disability community, the Employment Division is able to provide a wide range of job-seeking and retention activities. Temporary Assistance applicants and recipients and Food Stamp recipients are usually referred by their eligibility examiner to either the Utica or Rome Employment Division office to work register. Case Managers in the Employment Division work to meet State and Federal requirements while individually tailoring an Employment Plan to the talents and needs of recipients. When a Temporary Assistance individual with children obtains a job, he or she is assigned an eligibility examiner who is located at the Employment Center. This allows for easier coordination of appointments and communication with a post- employment specialist. The Transitional Opportunities Program (TOP), which serves the needs of low – income families who are not on assistance with work related expenses and other community referrals, also operates from this address. If you are on Temporary Assistance and have not been referred to meet with Employment Division staff, please contact your Examiner. If you have recently closed your Temporary Assistance case, or have questions about transitional services such as Day Care, Medicaid or work expenses, please call the Utica Employment Center located at 209 Elizabeth St., First Floor, Utica.
