The Oneida County Youth Bureau is made up of a staff of dedicated people whose mission 
is to serve the youth of Oneida County.

Our Mission.....
The Youth Bureau is a department of Oneida County created to provide access activities, programs and services to all youth under the age of 21.  The Youth Bureau is responsible for planning, coordinating and supplementing the activities of public, private and religious agencies devoted to, in whole or in part, the welfare and protection of youth.

Ryan Nobles- Director

Ryan was appointed Director of the Oneida County Youth Bureau in April of 2005. A former journalist, Ryan spent 8 years working at various television stations across New York State . He began his career at WUHF-TV in Rochester and came to Oneida County in the winter of 1998 to take a position at WKTV-TV in Utica.  Ryan spent the next four years at NewsChannel 2 working all the way to the anchor of the “Live at Five Newshour” and helping to launch the first 10pm newscast in the Mohawk Valley .

Ryan left Oneida County briefly in spring of 2003 to begin work on his Master’s Degree at the esteemed Rockefeller School of Public Affairs and Policy at the University at Albany . He was awarded his Masters in Public Administration in May of 2005. While in Albany , Ryan also served as an anchor and reporter for WTEN-TV, the ABC affiliate in the State’s Capital. While at NEWS 10, Ryan anchored the station’s early morning newscast and extensively covered the work of the State Legislature.

Ryan received his bachelor’s degree from SUNY Brockport in 1998. While at Brockport, he served as the President of the Brockport Student Government and was the recipient of the school’s prestigious Student Leadership Award.

Ryan and his wife Karey (the former Karey Kirkpatrick of NewsChannel 2) were married in September of 2004, they live in New Hartford with their dog Sophie, and cats Carmelo and Jasper.

Barb Gibbs- Paralegal

Barb began her career at the Youth Bureau in 1986 as Runaway and Homeless Youth Service Coordinator for Oneida County , a part-time position.  In the early nineties she began to fill the rest of the work week at in Department of Social Service Contract Administration and then Medicaid. 

Barb achieved Paralegal certification from Utica College in 1997 and became a full time Youth Bureau employee in the fall of 1998.

Her RHYA service coordination continues with comprehensive planning, managing the RFP process, assembling the paperwork for receipt of NYS Office of Children and Family Services funding allocations and monitoring the funded agency and municipal programs are main responsibilities.

Barb serves as the office “resource” for technical assistance with New York State application and reporting requirements and I&R in general.

Kimberly Strong Flint- Contract Administrator

Kimberly has served in the capacity of Contract Administrator for the Oneida County Planning Department since early 2003. Bringing over 20 years of public service experience to the position, Kim is responsible for the oversight of a variety of Federal, State and County grants, which provide vital services including transportation-to-work programs and youth delinquency prevention. Prior to her tenure at the County, Kim was the regional manager for the U.S. Census 2000 operations center, which collected and processed data for a seven county district. In addition, her professional experience includes serving as Executive Director of the Volunteer Center of the Mohawk Valley, and Director of Volunteer Services for the Lutheran Homes of CNY.

Kimberly received her Bachelors Degree from Keuka College , majoring in Special Education, Art and Theatre. In 2004, she earned her Masters in Public Administration from Marist College . An active member of the community, she is also a Leadership Mohawk Valley graduate and has served on a variety of local boards, including the Capitol Theatre Performing Arts Center, the YWCA of the Mohawk Valley, United Way of Rome and Western New York and the Junior League of Greater Utica. She is a past Vice-Chair of the New York State Public Affairs Committee for the Junior League of New York State and the New York State Directors of Volunteer Services. Kimberly was also privileged to serve as a member of the Points of Light Foundation’s National Conference Steering Committee and was a co-presenter with Dr. Stephen R. Covey at the national event in San Francisco .

Kim lives on the outskirts of Clinton with her daughter Caitlin, and two springer spaniels, Stachia and Teddy.

Kevin Crumb - Youth Court Director

Kevin was appointed Director of Oneida County Youth Court in October of 2003.

A 1999 graduate of Holland Patent High School , Kevin earned his Bachelor's Degree in American Studies at the University of Notre Dame in 2003. While at Notre Dame, Kevin worked for the Sports Information Department, the liaison between the Athletic Department and the news media as well as the general public. As a student assistant and eventual office leader, Kevin's duties included covering countless athletic events as well as writing stories and releases, while extensively traveling the country to do so. In 2001, Kevin was accepted into the University of Notre Dame's prestigious "Washington Program," where he spent the fall of 2001 in our nation's Capital, taking classes and interning at the White House.

Kevin's previous work experience includes serving as a camp counselor and as a Town of Trenton Recreation Center youth supervisor. 

Kevin resides in Stittville, NY .

Kathleen Kraeger  Principal Account Clerk

Kathleen became a County employee in May of 2001 in the Child Support Unit as an Account Clerk bringing over 20 years of experience in Bookkeeping.  Kathleen was promoted to Senior Account Clerk in 2002; her responsibilities were to process a variety of Court Orders for child support payments.  She also instructed employees in specialized details of this work.

Kathleen was promoted to Principal Account Clerk in 2003 and transferred to the Planning Department where her bookkeeping experience became invaluable.  Her duties included maintaining and checking a wide variety of financial records and reports.  She also assists program managers and the Commissioner in the preparation of department’s annual budget.  In 2004, the Youth Bureau entered into a contract with the Planning Department for Kathleen’s services. She assumed full responsibility of the Youth Bureau’s reporting requirements for the grants they administer for New York State Office of Children and Family Services.

Kathleen is a graduate of Oriskany Central School . In 1975 she married Robert Kraeger and now resides in the outskirts of Oriskany. She has two sons, Jeffrey and Jeremy.  Kathleen also has a daughter-in-law Alicia and two grandchildren, Colin and Kegan. Kathleen is a member of Saint Stephens Church in Oriskany and has served as president of the Women’s Guild.  She is also involved with and served as president for the Oriskany Fire Department Auxiliary.
