To all pistol holders in Oneida County:

New York State Police confirmed for the Oneida County Pistol Office staff on Wednesday 10/19/2022 that any pistol license that carries the following designations are now carry concealed licenses. Additional training is NOT required for these existing license holders below.

  • Hunting and Targeting. -----Hunting, Target, Hiking, Camping. ----- Unrestricted.

ALL carry concealed lisence holders are prohibited by law from carrying in the following locations.

  • Schools
  • Government buildings this includes town and village halls.
  • Courthouses
  • Time Square
  • Licensees DO NOT need to and WILL NOT be allowed to come into the pistol office ot only have their restrictions changed on the back of their existing pistol license. If changing restrictions was all we did for the next work year, we would have to change restrictions on 143 licenses each day of the year we are open and this just not possible.
  • We will NOT process any restriction changes in office without the deletion or registration of a firearm or an address change or name change.

Respecting the above listed directive will be greatly appreciated and eliminate unnecessary calls and in person inquiries. I thank you in advance for your continued cooperation.

Oneida County Sheriff Deputies are no longer taking appointments at the front entrance for pistol licensing. Instead we are moving to a numbering system.

Please follow the instructions outlined below.

If a number is available upon entrance into the building, please take a number and come up to our office on the 6th floor.

If no number is available please take a seat in the designated area and when a client comes down you may take a number and come up to the office.

If you do not have a number you will be directed back to the first floor.


Hours:  Utica Office 8:30am - 12:00pm  -  1:00pm - 3:30pm Monday-Friday

The Rome pistol office is open Thursdays only from 8:00 am until Noon. Rome is a Satellite office and occasionally will be closed due to staffing related issues in Utica. If the office is closed the outside entrance will be posted indicating just that. You may call the Utica Office at 315.798.5821 on the prior Wednesday to check if Rome will be open the following day.

The pistol permit office is a county office established to administer the state pistol permit law in Oneida County as required by section 400 of the penal law.  This pistol licensing officer, Oneida County Judge,  is responsible for the issuance of all license applications, the receipt and review of all pre-and post-licensing investigations, the issuance of licenses, the receipt and processing of license amendments, the receipt and investigation of police agency reports of bad acts and crimes by licensees, and the scheduling of hearings.  Annually, this office serves, in person, about 5,000 people in the Utica and Rome Courthouses, and responds to a greater number of telephone inquiries.

Applications for pistol licenses will no longer be available in the Rome Office. This is due to my inability to control social distancing guidelines as it relates to Covid-19 protocol
