HOCTS was renamed, by resolution of the Governmental Policy & Liaison Committee, to the Herkimer-Oneida Counties Transportation Council (HOCTC) effective January 1, 2021. This resolution, HOCTS Resolution 2020 – 29 can be viewed here.
This change reflects the operational and functional capacity of the organization more clearly and is in keeping with the naming convention of our partner MPO’s across the state. Additionally, the Bylaws of the MPO have been updated, and are available here. These were necessary to allow the MPO to adapt to facilitate virtual operations more easily while ensuring that operating procedures are compliant with all rules and regulations.

HOCTC staff is available during this time, all questions and comments are encouraged to be directed through email at transplan@ocgov.net.

Traffic Counts

HOCTC takes part in the NYSDOT County Counter Program, which was created by NYSDOT and provides the equipment, training, and software necessary to collect traffic count data. Every week during the summer collection season, HOCTC aims to place 15+ counters at various locations throughout Oneida and Herkimer Counties; in 2017, a total of 197 successful counts were obtained. Count data is available through the HOCCPP’s Data Traffic Viewer, and statewide data is available here.
